INTERNAL MANAGEMENT MEMORANDUM NUMBER: 6C1-6.20-4 (Revised)
SUBJECT: IFAS; International Program Opportunity for Technical
Assistance Salary Savings
- Providing technical assistance in contracts and grants from
external funding agencies such as the United States Agency for
International Development, the World Bank, etc., routinely
involves the participation of faculty.
- When faculty salaries are charged to a USAID or comparable
International Programs account during the period of technical
assistance, a corresponding amount of General Revenue salary
savings is generated. Such savings will be used to reimburse
units for loss of faculty services due to their participation in
the technical assistance program.
- When furnishing short-term technical assistance, the unit
concerned will be provided the direct salary savings in the
category of their choice (OE, OPS, OCO) to be used at their
discretion.
- When furnishing long-term technical assistance, the unit
concerned will be provided the direct salary savings as
indicated in Paragraph 3 above, or will be permitted to hire a
visiting professor on the vacant line during the period involved.
In this regard, it is essential that planning be
accomplished in advance to facilitate appointment insomuch as
reassignment of the faculty member on technical assistance and the
initial appointment of the visiting professor should be simultaneous
or as soon thereafter as is reasonably possible.
Upon return of the faculty member, it is essential that the
visiting professor's appointment be terminated.
- Responsibilities:
- The Director of International Programs will notify the
Director of Planning and Business Affairs on a monthly basis of the
salaries paid by International Programs as a result of short-term
technical assistance. The report will include:
- Location of technical assistance.
- Name of individual providing technical assistance.
- Individual's unit.
- Number of salary days.
- Amount of direct salary paid by International Programs.
- The Director of Planning and Business Affairs will contact
each Unit Administrator concerned to determine the category
and account number into which the General Revenue funds
will be placed.
