INTERNAL MANAGEMENT MEMORANDUM:  6C1-6.40-23<p>
 
SUBJECT:  IFAS;  Electricity Savings<p>
 
     Due to new construction, renovation and procurement of
additional equipment, the electricity demand for certain IFAS units
is increasing.<p>
 
     Since we have limited funds available to allocate for our
electricity needs, we must take a new direction in order to cover
all of our electricity requirements.  We will refund to each unit
half of the amount they save from conservation measures.  The other
half will be withdrawn and placed in a reserve account to be used
to fund new electricity requirements resulting from new
construction, renovation and additional equipment.<p>
 
     We believe this to be the most fair and equitable way of
managing the available electricity funds for all concerned.<p>
