INTERNAL MANAGEMENT MEMORANDUM NUMBER: 6C1-6.50-8 (Revised)
SUBJECT: IFAS; Preproposals
- Faculty are encouraged to discuss ideas with sponsors for
both solicited (published announcement of a particular funding
opportunity) and unsolicited proposals. The initial contact often
results in a preproposal, that is, a synopsis of the proposed project
which may include an estimated total cost.
- Before any oral or written commitments are made, the PI
notifies the appropriate Unit Administrator and IFAS Sponsored
Programs. "Preproposals" which could be construed to commit IFAS are
more precisely "proposals". Preproposals are not required to be
submitted through the formal review and acceptance process unless the
sponsor requires detailed administrative information or terms, such
as a line item budget, equipment ownership, patent provisions, or
method of payment. If detailed administrative data is required, the
document is considered a proposal and must be reviewed and accepted
by IFAS and the University before formal submission to the funding
agency. (See IMM 6C1-6.50-2 for procedure.)
- Interchanges between IFAS and large multidivisional
sponsors, for clarity, will not cross functional lines, that is, IFAS
program personnel will negotiate with sponsor program officers
but not sponsor administration, and IFAS administration will negotiate
with sponsor administration but not sponsor program officers. This
insures clear and complete communications.
