INTERNAL MANAGEMENT MEMORANDUM: 6C1-6.30-2-5 (Revised)
SUBJECT: IFAS; Special Pay Increase and Bonus Pay Guidelines and Procedures
for USPS and A&P Employees
The following guidelines and procedures have been established for the
processing of special pay and bonus pay for IFAS University Support Personnel
System (USPS) and Administrative and Professional (A&P) employees.
Special pay and bonus pay are limited by the availability of rate and
dollars. Special pay increases must be funded from the rate balance available
from the requesting department/unit. Bonus pay must be funded from Other
Personal Services (OPS) available from the requesting department/unit.
- Special Pay Increases -- USPS & A&P Employees
- Requests for USPS and A&P special pay increases are processed as
follows:
- The employee’s immediate supervisor initiates the request by completing
the appropriate Special Pay Increase Request form http://www.hr.ufl.edu/departmental/forms/spi.pdf
leaving the effective date blank. For those requests that are justified based
on increased responsibilities, an updated position description must be
attached, unless the justification is increased volume or unadvertised
reassignment.
- The completed request, signed by the immediate supervisor, is submitted
to the unit administrator for review. The unit administrator reviews the
request and, if approved, signs and submits the request to IFAS Personnel
Affairs. IFAS Personnel Affairs reviews the request to ensure that the
correct form has been submitted, that it is accurate and complete, and that
it meets the established guidelines.
- The request is forwarded to IFAS Planning & Budgeting where it is
reviewed to ensure that rate is available. If approved, IFAS Planning &
Budgeting signs and returns the request to IFAS Personnel Affairs who submits
the request to the Vice President's office for final approval. If approved,
the Vice President's office signs and dates the request and returns it to
IFAS Personnel Affairs.
- IFAS Personnel Affairs fills in the effective date on the request form.
The effective date of the special pay increase is the date the Vice President
signed the request or a date specified by the department that falls after the
date the Vice President signed the request. If the amount of the request
exceeds the maximum salary range of the employee's classification, the
request will be forwarded to the Vice President for Finance and
Administration for approval. The date the Vice President for Finance and
Administration signs the request then becomes the effective date of the
special pay increase.
- The Division of Human Resources’ Classification and Compensation
(C&C) section reviews the request and forwards it to Processing &
Records for implementation.
- If a special pay increase request is denied, IFAS Personnel Affairs
notifies the employee's supervisor of the reason for the denial and
coordinates re-submission as appropriate.
- Specific circumstances, which may warrant a special pay increase, are
listed below.
- Bonus Pay -- USPS & A&P Employees
- Bonus pay requests for USPS and A&P employees are processed as
follows:
- The employee’s immediate supervisor initiates the request by completing
a USPS or A&P Bonus Pay Request form http://www.hr.ufl.edu/departmental/forms/bonus.pdf
. The completed request, signed by the immediate supervisor, is submitted to
the unit administrator for review. If approved, the request is signed and
submitted to IFAS Personnel Affairs. IFAS Personnel Affairs reviews the
request to ensure the correct form has been submitted, that it is accurate
and complete, and that it meets the established guidelines. The request is
then submitted to the Vice President for approval and signature.
- If approved, IFAS Personnel Affairs notifies the employee’s supervisor
that the bonus has been approved and that the original request will be
forwarded to the Division of Human Resources’ Processing & Records
section for implementation. If a bonus pay request is denied, IFAS Personnel
Affairs notifies the employee's supervisor of the reason for the denial and
coordinates for re-submission as appropriate.
- Specific circumstances, which may warrant a bonus payment, are listed
below.
- Special project or assignment. A bonus payment may be made to recognize
the successful completion of a special project or an assignment, which is in
addition to the employee's regularly assigned duties. Specific beginning and
ending dates of the project or assignment and a description of the project or
assignment must be included.
- Documented significant increase in productivity or productivity goal
achievement. A bonus payment may be made to compensate an employee for a
documented significant increase in productivity or productivity goal
achievement. A description of the productivity increase or a definition of
the productivity goal must be attached to the request.
- Bonus Pay Information.
- Bonus pay is a lump sum, one-time payment that is not part of an
employee's base salary. Bonus pay is not included in the compensation upon
which state retirement contributions are paid or upon which state retirement
benefits are calculated.
- If the bonus pay is totally at the discretion of the department/unit, the
issue of overtime need not be considered. A bonus payment is at the
discretion of management if there was no agreement in advance that a bonus
would be paid. The supervisor has the option as to whether or not to propose
the bonus even after the work was completed and total discretion within the
guidelines as to the amount proposed. Unless the bonus payment meets all of
the criteria, the department must verify that no overtime was earned or paid
to the employee for the pay periods during which the work being recognized
was performed.
- The maximum bonus payment for USPS time card employees is 10% of the
employee's annual base pay, or $3,000 (before taxes), whichever is greater.
For USPS time slip and A&P employees, the maximum is 15% of the
employee's base rate of pay. All USPS and A&P employees, including
probationary USPS employees, are eligible for bonus pay.
