INTERNAL MANAGEMENT MEMORANDUM NUMBER: 6C1-6.50-16 (Revised)
SUBJECT: IFAS; Bidding Exemption with Contract and Grant Funds
- Section 240.241 (9), Florida Statutes, states: whenever a
Director of Sponsored Research certifies to the President that, in a
particular instance, it is necessary for the efficient or expeditious
prosecution of a research project, the purchase of material, supplies,
equipment or services for research purposes shall be exempt from the
general purchasing requirement of the Florida Statutes. IFAS is
eligible to use this bidding exemption when using contract and grant
funds.
- If a Principal Investigator believes that a purchase from
contract or grant funds must be expedited to perform the research in
accord with the terms of the contract or grant, the following action
will be taken:
- Prepare a Requisition for the item or items needed.
- Prepare a memorandum containing specific
justification for the exemption. Do not confuse a bid
exemption with sole source procurement -- consult with
IFAS Sponsored Programs before submission.
- Transmit the memorandum with the Requisition attached
to IFAS Sponsored Programs, for review and further
processing to the UF Division of Sponsored Research.
